On first install, before any account exists, When the administrator is guided through a setup screen app allows registration, users should be able to just create the first a new account. This is the only way to create an account without being invited The administrator can turn registration on or already having an admin session — there is no self-service sign-up. Once off for the first instance, and a newly created account isn't fully trusted until its email address is created, the setup screen is no longer accessible. verified (see linked sub-tasks).
