Description

Users need a place to go for account-related settings, reachable from the main navigation. For now this is an empty landing page; the actual settings (profile, security, appearance, notifications) will be built in follow-up issues.

Acceptance criteria:

Selecting "Settings" from the user account menu takes the user to a settings page
The settings page is only reachable when logged in
The page can be empty/placeholder for now, no functional settings required yet
