Description

Accounts outlive the reason they were created: people change name, leave, or have to be cut off immediately. An administrator needs to find an account, correct it, cut off access without destroying anything, and eventually remove it for good without leaving orphaned servers behind.

Suspension is immediate and reversible. Deletion is staged: the account is suspended for a grace period so a mistake can be undone, then removed for good, with its traces in recorded history anonymised. An account that still owns servers cannot be deleted until those are handed over or removed.

How accounts are created in the first place is covered by user account provisioning (#159), which builds on this epic.
