Description
A brand-new installation has no modules, but it already has accounts, groups, roles and grants to administer. Those capabilities must exist in the catalog from the first start.
Acceptance criteria
- Every capability the platform itself protects appears in the catalog on first start
- Upgrading the platform adds newly introduced permissions without touching existing roles
- A permission the platform no longer has is removed, and roles referring to it keep their remaining permissions
