Description
A group is a named set of people. It holds no access of its own; it exists so that access can be given to "the moderators" once rather than to each moderator separately.
Acceptance criteria
- A group has a name and an optional description
- Groups are listed and searchable
- Deleting a group warns how many people it contains and what access is given through it, and removes that access
- A group never carries permissions directly
