Some access is not about one server: administering accounts, managing nodes, creating roles. It is given once and applies everywhere.
Acceptance criteria
- A role usable platform-wide can be given to a person or to a group
- Only roles meant for platform-wide use are offered
- What a person or group has been given is visible from their page
- The same role can be given to many people and groups
- Giving access records who did it and when
