Every other administrative action starts by finding the right account.
Acceptance criteria
- Accounts are listed with search by name and email
- The list shows state: active, suspended, or scheduled for deletion
- An account page shows its groups, its access and its recent sign-ins
- Listing and viewing accounts requires the appropriate permission
