Names change, email addresses change, and people get locked out of their own accounts.
Acceptance criteria
- Display name, username and email can be changed
- Changing an email requires it to be confirmed before it is trusted
- A person's own sign-in details cannot be changed by an administrator without it being recorded
- Editing an account never silently changes what it can do
