Create reusable groups or roles that can be assigned to multiple users, making permission management scalable and maintainable.
Acceptance Criteria:
- Can create new groups with descriptive names
- Can edit group names and descriptions
- Can delete groups (with warning if users are assigned)
- Groups are listed and searchable
- System prevents deletion of groups with active users (or offers reassignment)
