Description
Track all changes to users, groups, and permissions with timestamps and responsible administrator for security and compliance purposes.
Acceptance Criteria:
- Log records: who, what, when for all permission changes
- Log includes: user creation/deletion, group assignments, permission grants/revokes
- Logs are searchable and filterable by date, user, admin
- Logs are immutable (cannot be edited/deleted)
- Logs are retained according to policy (e.g., 1 year)
