Enable bulk assignment/removal of users to groups, bulk permission changes, etc., to manage large user bases efficiently.
Acceptance Criteria:
- Can select multiple users for bulk group assignment
- Can bulk-enable/disable users
- Confirmation dialog shows summary before execution
- Progress indicator for long operations
- Rollback capability if operation fails partially
