Define how many simultaneous sessions a user can have and how to handle new logins when the limit is reached.
Acceptance Criteria:
- Can set maximum concurrent sessions per user
- Can choose behavior: deny new login or terminate oldest session
- Users can view their active sessions
- Users can manually terminate their own sessions
- Administrators can view and terminate any user's sessions
- Session list shows: device, location, login time, last activity
